 Since themes can now be translated in a fairly easy way, we should
 incorporate a filter in the '''WP admin UI''' that lets the users search
 only for themes which are translated to their language of choosing.
 We should probably agree on a % value treshold after which a theme will
 show up in the results (likely somewhere around 50% - 70% completion).

 This might be related to https://meta.trac.wordpress.org/ticket/1123
 although that ticket is for the Theme Directory on the local rosetta
