 Let's leave it open as a placeholder. I've retitled the ticket to be more
 descriptive of what we want. In truth, once it is automated for one trac
 it'll be automated for them all, but if someone is keen to raise a
 specific lack of a meta contributor badge in the meantime, they can do so
 here (though I'll be parsing more regularly).
