 Attempting to verify checksum values of WordPress core version 3.9 running
 the English Canada (en_CA) locale returns false.

 [http://api.wordpress.org/core/checksums/1.0/?version=3.9&locale=en_CA]

 This was working properly until recently (maybe the last week or two?) -
 used in a deployment script that verifies checksums as part of landing
 test.
