 This is system enhancement request. There are some cases that translator
 want to notify or send some message to plugin/theme authors.

 For example
 - Translation completed. Authors can declare their theme/plugin newly
 supports the new language by our help!
 - Technical questions. Translator may send the questions about wording or
 usage.
