 Thanks for your return.
 I do some tests again when version 2.17 was shipped during 5 days last
 week. (and observations/comparison with other plugins)
 The total download was 318+314+293+233+212 = 1370 and v 2.17 percentage
 was at end 4.3% of active versions
 To be pessimist, 5*130 = 650  are substracted (the noise basic downloads
 line) to analyze only the '''peak''' (triggered here by this new version
 when webmaster update).
 This peak is quite the same during each updates.
 So if 1370 - 650 = 720 represents 2.17 version and a percentage after the
 5 days of 4.3%.... the total Active installs will be around 17900 ! far
 away from the 1000+ (1000 to 2000).
 You conclude about the plugin quality but here, it is not sure that it is
 the only reason of this strange difference. (can the previous ticket issue
 912 have influence ?)
 (repartition between Active older versions and recent are similar to
 WordPress version of installed sites)
