 While browsing through the 'Popular' tab on the Plugins -> Add New screen
 in trunk, I'm noticing that most of the requests to the Plugins API are
 timing out. After the "An unexpected error occurred..." message is shown
 and I reload the page, the response seems to be very quick, likely due to
 a cache hit the second time around.

 If you manually navigate to anything beyond about page 15 you should see
 the same behaviour if you don't get a response from a cache hit.

 I'm using [https://wordpress.org/plugins/query-monitor/ Query Monitor] to
 monitor the HTTP requests to the API on these pages.
