#677: Sorting tickets by priority is alphabetical, not priority-based

When sorting Trac tickets by priority, the resulting table is sorted
alphabetically, which is not congruent with actual priority (e.g. high,
low, normal instead of high, normal, low). There is a ticket on the main
Trac site that appears to indicate this issue was fixed 10 years ago:
http://trac.edgewall.org/changeset/940.
The ticket doesn't describe in very much detail what the fix entails, and
I'm not very familiar with Trac, so can someone who knows more than me
take a look and identify if this fix is what we're looking for, and if so
why it's not in place on WP's Trac?
