#455: It's hard to grok a huge discussion on a trac ticket

Allowing a lot of back and forth on tickets from anyone can be productive
and is firmly in line with WordPress' open community model. However, some
trac tickets remain open for years, garnering discussions upwards of 100
comments, which is quite time consuming and can be hard to parse through.
It can turn out that a slew of comments you read through ended up not
being the right direction for the issue at hand, or perhaps the
technologies of yesteryear impacted the issue when this ticket was open,
invalidating another few comments on the ticket.

These tickets seem to get harder to solve in direct correlation to the
number of tickets. I wonder if there's anything we can do to help tame
 these tickets from a high-level.
