The time shortcode is hardwired to be a specific date because the whole
point is for it to change the time shown to be the local view of the user.
This requires a specific date because of timezones.
If you want to say "Every Tuesday at 1900 UTC", then just leave off the
"time" shortcode. There is not enough information in that phrase to
actually convert it to a local viewers timezone.
