 There are some code aspects here. We should, for example, offer links
 directly to the handbook from these ticket fields, to explain their use.

 There is a page written by tierra a year ago:
 http://make.wordpress.org/core/handbook/bug-gardening/. I'm not sure how
 much it answers your questions. I am all for improving our documentation
 on triaging tickets.
