 [attachment:760-wporg.3.diff] improves on the exisitng code, as well as
 adds `translate/bin/set-wp-plugin-project.php`, which is used by
 `Dotorg_Plugin_I18n::process()` to initialize the GlotPress environment
 required for the targeted plugin.
