 Right now we have a
 [https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html
 /wp-content/plugins/handbook/inc/widgets.php "Watch this page" widget]
 that can be added to handbooks, but really all handbooks should have it on
 by default. We should move this
 [https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html
 /wp-content/themes/pub/wporg-p2/entry-handbook.php into the theme] so we
 can place it in the actions menu (where reply/edit/etc are).

 We also probably need to clarify what "Watch this page" does vs "Follow"
 (hint: one's comments, one's page changes).
