 If someone wanted to work on the code for api.wordpress.org, for example,
 they'd have to ask for access to a sandbox, in order to test their
 changes.

 It would be a lot easier if they could set up a development environment
 locally. And that's exactly what [http://www.vagrantup.com/ Vagrant] is
 for.
