 I tried to submit a comment to the
 [http://make.wordpress.org/core/2013/09/05/add-inline-docs-for-hooks/ Add
 Inline-Docs for Hooks] discussion thread, I got a submission error.

 So I reloaded the page, resubmitted and still got a submission error
 messages. I tried a third time and still got an error, but now the error
 message told me that it was a duplicate comment.

 This was a few hours ago, and my comment still hasn't shown up in the
 discussion thread.
