Comment:

 While the original ticket discussed many alternatives to listing 3rd party
 issue trackers, this was
 [https://irclogs.wordpress.org/chanlog.php?channel=wordpress-
 meta&day=2013-08-21&sort=asc#m429 decided in IRC] to finally just fix up
 plugins.trac.wordpress.org so it's possible to use for plugins.

 This will need a patch to Trac most likely to handle some type of auto-
 complete field for the component/plugin as well as integration with the
 plugin directory.
