 Viewport meta tag is incorrect on some pages, making header not show up on
 phones.

 Trac sites have extended menu bar on mobile.

 Admin bar resizes oddly on mobile as ozz says (seems to be limited to make
 sites, suggesting core issue, will test this)

 If anybody has css fixes for particular issues, please post them. I'll
 look at each of them and integrate them accordingly. If they're large
 fixes, a separate ticket may be warranted (CC Otto42 on those). Small ones
 can be added here.
