#18: Add 2013 WP survey to the header on dotorg

 I wasn't here last year so I'm not sure exactly how this is done, but we
 need to add the 2013 WordPress survey to the dotorg header (as a banner?
 how was this done last year?).

 We'll also do a push on social media and on the WP news blog – or a
 different blog? it wasn't on the news blog last year. I'll need access to
 those accounts (Twitter, Facebook). And we'll be doing an email blast, but
 I have to write the email still.
