Migrating from #wp17487:

Per @westi, this is because we have a mix of table charsets in the
database. To fix it, we need to update hyperdb on wordpress.org, then fix
any charset problems. It takes a chunk of time and he's volunteered to do
it in a couple of months.
I'll follow up in October.
