 Migrating from #wp19884... comment 2 has the best summary:

 If we did this in the themes directory and announced it to theme
 developers, I'm sure some would do it. Per @nacin, language packs only
 indirectly help. We'll still want to do something on the front end.

 (We'll also probably want this feature in the plugins directory as well.)
