 Certainly not finished, but here's a first pass at responsifying the
 header.

 I'll probably need to update the base styling of the footer's columns to
 make them simpler to  break down into fewer columns for smaller screen
 widths.  For the moment, I just tweaked it to allow it to shrink.  Doesn't
 look too pretty.

 I'll try to put up a screencast of how it looks tonight or tomorrow.
