Hey Jesse,
didn't know you were available as mentor. Would have pinged you directly.
My approach is a little bit different to yours because I did not want to
overhaul the whole widgets.php. On one hand due to not confusing old users
and on the other hand I do not think that a complete rehaul would be likely
to get approved.
Daniel already gave feedback to the proposal on my blog. Maybe you could

While I really would like to work on widget collections I am running low on
time and am thinking about proposing a second project, this time taken from
the GSOC ideas list and maybe more straight forward to get approved..
