[wp-hackers] Who to contact in order to take over development of a plugin?

Actually, the current developer needs to go into the Plugin admin from the
Plugin's Extend listing page, and add the *new* developer as a *committer*.
After that (and sufficient time for the Extend servers to sync), the new
developer will have SVN-commit access to the Plugin.
