[wp-hackers] Put New Customize Theme feature on menu

I believe that it wasn't added there due to backwards compatibility
concerns for now. Also, the background and header pages have somewhat
more functionality on their menu-accessible pages than in the
customizer at the moment, so the menu items were left there.
I expect that things will change around this in future versions as
more themes use it and the core team sees how they use it and what is
needed.
