[wp-hackers] track activity of user engagement in plugins

Yet WordPress "phones home" itself.

Although we all know this - it isn't made clear anywhere for those that 
don't - with no simple admin option for turning it off.

Have always felt there should be a "no phone home" option in WP-Config...
