Komodo Edit and Netbeans are probably the best cross-platform 
recommendations afaik.
Both have support for a wide range of programming languages with proper 
xfer/cross reference.
I would go with Komodo simply because it doesn't require setting up 
projects (textmate like, open directory as a project work-flow) and the 
setup is very straight forward (also java free).
