[wp-hackers] Ticket #15989 has had patch for 3 months, but is not in core yet?

I was hoping to alter the starting point from which an image is cropped. 
AFAIK there is no filter for this, yet a patch is available which would 
add a filter to make this possible if I understand this ticket 
correctly: http://core.trac.wordpress.org/ticket/15989

What needs to be done to get this into 3.2? Or is there another way to 
change the crop starting point?
