[wp-hackers] jQuery not loaded after wordpress upgrade to 3.1

Hi,
After switching to WP 3.1 my admin looked wierd, with the navbar all listy
like.
When chacked I saw JS error message "jQuery not defined"
did anyone ran into this ?
any advice how to debug this ?

It's a windows server, WP 3.1 and I've manually replaced the WP files
