[wp-hackers] Allow Site Admins to Edit Users

The capability 'manage_network_users' (
http://codex.wordpress.org/Roles_and_Capabilities#manage_network_users)
gives access to the Network Users page; so if you want a user to be able to
access that you could grant them that capability?
