To summarize the history.
Against:
Terms are descriptors and don't need to have their own content.
Technically:
There is not a technical reason on either side. It basically boils down to back in 2.3 when we added tags and moved Categories from their own table to the Terms table, hundreds of plugins were broken since they used to call the data base directly. And then 2.5 was only slightly better.
Since then the database schematic does not get touched unless absolutely needed. Form there it has been argued for a term meta table, adding rows to wp_terms_taxonomy, or move to a shared meta table for all meta types.
