There are lots of tools for this — ab, httperf, etc. So long as you've got enough clients to throw requests at your server, you can test pretty much unlimited amounts of load (though if you're talking only of a few or even a few hundred requests per second, then a single desktop PC over an ethernet connection will easily suffice).
