[wp-hackers] what is this debug code?

As some maybe see from another thread, I'm in a middle of a nightmarish situation trying to get a site to work on a VPS.

I'm checking as many things as I can understand right now.

In debug mode, I get this hundreds of times:

What is it, and how can I get rid of it?
Is it important to get rid of this?
