I use a local multisite install with a local domain for development and
testing. You can do it pretty easily if you use subfolders instead of
subdomains, but you do have to use port 80 for Apache as WordPress doesn't
allow you to have a port number in the URL. There are some tutorials out
there to help you get going on whatever OS you use - I won't claim to be an
expert by any means.
