Much ado about nothing.

The current behavior in WordPress /is/ best practice based on the
compatibility of all PHP systems and configurations. WordPress is still as
of this thread and this writing PHP4.3 compatible and therefore must have
the current behavior. Furthermore, just because it is disabled by default
does not mean that all hosts and PHP configurations will have it off. Some
will turn it on because of very old web applications that require and expect
it.

It isn't until a version of PHP is released that silently removes the
"feature" all together that the code should be removed. Which by the PHP
TODOs, it should be fairly soon. However, given the slow rate of adoption,
it won't be for another 5 to 6 years at the very least.
