What is "common sense" for one person of one culture can be very much not common sense for another person, especially if they are not of that same culture. And by culture I mean "open source" is a culture.
The people who provide add-ons for Salesforce.com, for example, have a very different culture. And I can promise you most of them would not view this to be "common sense."
Lots of new people come in contact with WordPress every day, and not everyone who does has that "common sense." If it's to be expected then it should be written down where people who might consider offering a plugin for WordPress can't help but see it.
