Indeed. See http://core.trac.wordpress.org/ticket/9951

In the mean time, you can use the Query Multiple
Taxonomies<http://wordpress.org/extend/plugins/query-multiple-taxonomies/>plugin
to make this work:

 'page-tags' => "basic-tag,2nd-tag"


Note that those are term slugs, not names.
