[wp-hackers] Install any plugin version from the admin

While handling support questions for users, I often find myself
sending them to manually upgrade a plugin to the development version.

Wouldn't it be nice if they could do that from the WP admin, just like
they do normal plugin installs.

Also, this could be easily expanded to allow users to downgrade a
plugin, for whatever reason.

The UI for this could be implemented in a plugin, as long as the
wp.org API allows you to specify what version you want to download.
Any chance of that happening?
