[wp-hackers] Sort of OT: dbDelta()

Peeps,

Anyone knows where dbDelta() comes from? Is it something straight from
a WP contributor, or was it in first place an open source snippet that
was wordpressified?

I need for a non WP project a function that would be able to upgrade a
table structure, much like dbDelta() does. Any hint? Can find anything
but $200 tools online...
