[wp-hackers] Should Monthly Archive Pages ever return 404?

I disagree. Checking my server access logs I see that browsing to a monthly
archive - which has no posts - returns a 200 (archive.php with else branch
as mentioned previously).  Test was done with default permalinks, ie
/?p=123.
