Any comments on my two cents where I'd like to avoid having to use a
drop-down to select my most used features? Would rather just a row of
always-available links maybe with the ability to pin and un-pin the
visibility of the row?
(Or hell, maybe that's a plugin I'll have to write if it gets deployed in
core as a dropdown.)

The delay between mouseover and expansion is 300 ms. The delay between
mouse-leave and collapse is 500ms. This delay is similar to how menus work
in Windows or OS X. By default, they're not instantly responsive, because it
gets disorienting when every passing mouseover results in a menu showing up
or going away. These numbers were what felt "right"
to me... I just did a lot of experimentation until I found my Goldilock's
porridge speed.
