[wp-hackers] Where Do I Configure This Plugin

Going through and re-reading his bit about action links, I totally
wouldn't mind seeing this implemented by plugin authors as well, perhaps
in favor of a sliding window. A simple link pointing to the
configuration page would be fine by me.
