-1 for renaming as a core feature. It should be possible with a plugin
but putting it there by default will just create a mess where plugin
authors don't know what the name of the heading will be that their
plugin page is under. Any changes to the labels definitely have to
function across the whole site and not be on a user by user basis or
you end up with support problems as previously stated.
