[wp-hackers] Plugin Settings Menu Location

If you delegate setting management (but not plugin on/off) to
non-admins it makes more sense to have settings related to plugins
(like say the content of a contact form, or the text about your
podcast) in settings rather than the plugin menu, as those users
shouldn't even see the plugins menu item at all. Pretty good argument
in favor of putting them under settings IMHO.
