I think the issue is not with timezone, but with the time format
displayed by the post/page editor. It currently uses 24-hour time
rather than 12-hour time. This is completely independent of timezone.
The contention here is that some people do not understand a 24-hour
clock and would prefer to see/set post timestamps using a 12-hour
clock representation.
