The distinction between tags and categories is left up to the user.
Here is how I see them.

Categories are broad sections that describe a general content area:
WordPress, Physics, Linguistics.

Tags are topics that a specific article is about: AJAX Plugins,
Condensed Matter, Ethnology

In print terms, Tags are the glossary for a post and Categories are
the sections of the bookstore you would find the post in. However,
different people use them differently.
