The facts are fairly simple but often missed.
In order to enforce the GPL someone has to own the copyright in the 'program'.
They should declare their copyright in the 'program' source files,
and include a copy of the licence.
Anyone who distributes a modified version or a new work derived from
it is *required* to include their copyright notices and a copy of the
license.
