The recently disactivated is necessary cause with this new interface
you don't have reactivate plugin button anymore (if i'm not wrong) but
you can activate a bunch of plugins using checkboxes, so having the
recente disactivated plugin grouped in a list would help to reactivate
plugin after the canonical disactivation required for a correct WP
upgrade
