The section appears and disappears when necessary, if u go tafter
first install to plugin page u see only last section

Would be nice too, but i would like this list be sorted by the status
anyway...

The recently disactivated is necessary cause with this new interface
you don't have reactivate plugin button anymore (if i'm not wrong) but
you can activate a bunch of plugins using checkboxes, so having the
recente disactivated plugin grouped in a list would help to reactivate
plugin after the canonical disactivation required for a correct WP
upgrade
