What exactly is stopping you from using term descriptions? They would
make it very easy to add the content using the existing category
editing screens and from what I can tell there's no limitations to how
long they can be (it's 'longtext' ). What isn't working?

Admittedly it might be frustrating to create complex content in the
relatively small space that's given for term descriptions in the UI,
but that's more of an inconvenience than a real problem IMHO (at least
compared to keeping pages/categories synced!). You can use the
post/page screen to create your post (you can even use WYSIWYG)  then
just paste it into the term_description field. The small size doesn't
actually stop you from putting full content there.

If you're not doing so already, you should also apply the standard
content filters to the term_description when you display it in your
template, that way it will behave just like a post would (i.e.
automatic paragraphs, [shortcodes] etc. even plugin-based things will
work just like posts) It would look something like (off the top of my
head):

  echo apply_filters('the_content', $cat_details->term_description);
