I agree. Having two index files can cause issues with SEO and a home.php can
be a template that is completely different to index.php. If the index.html
is a static HTML file you can easily make this into a home.php template
which will be the first page to load when visitors go to your domain.
However, changing this behaviour between 2.6.5 and 2.7 without warning was
probably not a good idea. There are a lot of sites that use both an
index.html and index.php and this changeset will catch a lot of people out.
