[wp-hackers] Wordpress.org's "Popular Tags" Feature

Hey all,

When browsing the Plugin Directory on wordpress.org, plugins can be 
browsed by any of several "Popular Tags".  Does anyone know how the 
actual Tag listings are generated?  (e.g. 
http://wordpress.org/extend/plugins/tags/post )  Is there a freely 
available plugin that generates these pages?
