[wp-hackers] New Codex page on WordPress Optimization

I've refactored the page[1] again this time separated according to the
type of hosting. There's no point talking about server optimisation to
users who are on shared hosting. So I've split the content into multiple
pages and grouped them according the hosting architecture.
Again, any feedback most welcome.
